Separate three funding buckets
Purchase planning should distinguish available cash, confirmed usable CPF and the loan actually approved for the property. The sum of account balances alone is not proof that every payment can be met. A fee payable in cash this month cannot be funded by money released after completion without an interim arrangement.
Begin with a cash calendar. Add booking and contractual payments, stamp duties, legal fees, reserves and moving costs. Show the due date and funding source for each item. This is more informative than one percentage labelled downpayment.

A lower valuation creates a real gap
Loan-to-value planning uses the relevant lower property value basis. If the agreed purchase price exceeds valuation, the excess cannot simply disappear into the assumed mortgage. The cash/CPF tool surfaces that valuation gap and checks the entered loan against the indicated LTV ceiling for the selected borrowing profile.
Hypothetical illustration: a price of S$1.5 million with valuation of S$1.4 million creates a S$100,000 price-over-valuation gap before the normal equity contribution. Whether the purchase remains comfortable depends on the actual loan, applicable cash requirement, CPF permissions and remaining reserves. Ask the lender and solicitor to confirm the treatment.

An OA balance is not a usage approval
CPF housing use depends on factors including property and loan type, remaining lease and whether it is a first or subsequent property. CPF’s housing usage calculator is the right starting point for a checked estimate. Age and retirement safeguards can affect the result.
HomeVantage does not automatically treat the whole OA balance as available. Enter a checked usable amount, or enter zero. Duties and fees are reserved in cash in the timing illustration; potential later CPF reimbursement is not assumed to be immediately spendable cash. This conservative timing treatment should be refined with your solicitor.

Preserve a reserve after completion
Test your position after the purchase, rather than only on completion day. Allow for repairs, recurring management charges, insurance and a period of income disruption. If the available cash meets the contractual minimum but leaves nothing for ordinary ownership, the budget needs revision.
Use the calculator to identify the shortfall and its source. Changing the price, loan or retained reserve should be a conscious choice. A shortfall is a planning signal; it should not be hidden by classifying every cost as CPF-payable.
- Obtain the actual valuation and proposed loan.
- Check usable CPF through the official calculator and solicitor.
- Place duties and fees on a dated cash calendar.
- Keep an explicit emergency reserve.
- Review every positive shortfall before committing.
